You’ve to get in to teleport in the Research Station and Select the Location Research Station No. 2. Now, you’ve to get out of the Research Station. You will see a big Cliff right in front of the station, you’ve to get on top of it and Sandy Shocks Spawns on the top of the Cliff.

After you’ve reached on the top of the Cliff, you will have to clear the area by defeating few wild Pokémon. Sandy Shocks will spawn in the area when the area is clear. You can come back at a later time to start the battle with Sandy Shocks to catch him.
As Sand Shocks is an Electric Type Pokémon, you can use an Water type Pokémon to help defeat and catch the Sandy Shocks Pokémon.
Shiny Sandy Shocks also spawns with a rare chance but you can also catch yourself a Shiny variant. Shiny Sandy Shocks has a Yellow color to him shining. After defeating Shiny Sandy Shocks you can catch him by throwing the Poke Ball.
