Needs in Victoria 3 every person has them and their wealth level determines exactly what they are. This means every pop determine by its type.

Every Pop Group will have its own sets of needs based on that pop wealth level. As pops moved from 1 wealth level to another level either upgrade or downward. The demand for the needs associated with their new wealth level when goes up. As more people now looking for the same goods and services.
What are Pops Needs
To see exactly what a Pop needs. You can use the nested tooltips to pull up the list of categories of needs.
And going one step further you can see exactly which goods they are actually using to full fill each category as well as how they are spending on each good. As you can see in the pic there are a variety of goods that can be used to full fill any one category of need.
If you want to see the list of all goods in the game and who needs them and why you can use the trade lens and look through the goods list under import or export trade routes. Here you can choose a type of goods and through the tooltip, you can get a better understanding of which wealth level need that good and for what purpose.
Not all wealth levels use the same goods for the same thing. Some goods are substituted for higher-end versions at higher wealth level though there is a bit of overlap at times.
What are Services
There is one need that doesn’t show under the Trade Lens as it can’t be imported or exported and that is services. You can find that under the market tab with further breakdowns as to what is needed and by whom. There are other goods that fulfill the services Need that can be traded but the generic services must be produced and provided locally.
What is Pops Culture
It’s worth noting that your pops will seek the most financially viable option to fulfill each category of need but they will also be influenced by factors other than the cost at times. The best example of this involves cultural obsessions and taboos, where culture may be inclined to consume one good more than other or to avoid it as much as possible.
Under intoxicants, any pop of Han culture will be obsessed with opium and will be more likely to use opium as their intoxicant of choice, even if it’s more expensive. By contrast, any pop belonging to the Muslim sector will try to minimize how much they use liquor as an intoxicant, regardless of how cheap it might be because it’s considered a taboo.
Obsessions and Taboos
This isn’t to say consumption is entirely under the control of these obsessions and taboos. They will never be the only way to fulfill a need category nor will they ever be completely avoided. But the spread of goods used to fulfill a need category will be affected which will influence how you will want to adjust supply and demand to improve your people’s lives and the affordability of their lifestyles.
Market Forces relation with Pops
Market Forces in Victoria 3 works, you would expect whether due to obsession, economical mobility of your Pops, or starting conditions. If there is more demand for a product without enough supply, it will be more expensive, and adding certain taxes will make it even more expensive for your Pops. But it will generate wealth for your treasury as well.
Alternatively due to taboos, a drop in wealth levels, or starting conditions. If there is less demand for a product with a huge surplus it will become less expensive and again removing a consumption tax on a Good will also help reduce the cost for Pops who purchase it.
These price fluctuations don’t stop Pops from spending money on their Needs even if it means eating into their accumulated wealth and dropping in wealth levels as a result slowly getting more and more radicalized eventually turning their displeasure into violence. So it’s essential to maintain your supply levels to meet the demands.
You can’t also let Goods get cheap too which will affect your GDP and Rank and it’ll reduce the profitability of buildings in your nation. This means they won’t actually be able to pay wages which will result in destroying your economy.
